So, let us start with a black canvas. using the circle selection tool, make a circle as close to the middle as you can and fill it with white. After that deselect the circle. (note: the circle shouldn't be too big)

Then go up top to Filter --> Stylize --> Extrude and use the following settings...
type: pyramid
size: 10px
depth: 255 random
don't check either of the last two boxes
Repeat this step again. Your result should basically look like this.

Now, go up top to Filter --> Distort --> Polar Coordinates and select Rectangular to Polar. This is what you should get.

Duplicate the layer and on this new layer go to Filter --> Blur --> Radial Blur and use these settings. Try to center the blur where you think the center of the burst basically is. After that change the blending mode of that leyer to Lighten so that the picture has a softer look like this...
